Minutes of 7 May 2001 LVOTSL Meeting

Attendance: Tim Gilman (Gold), Jim Bus (Parkland), Tim Golden (hostwindows), Alfredo Perez (Cementeros), Joe Dueh (ASC), Jim Hare (WL Kickers), Jeff Hixson (RCN), Paul Feher (WL Strikers), Dave Leidig (HFA), Fred Farbod (Cementeros), Bill Moss (Deep Run II), David Daza (WL Seniors) and Hamdija Todorovac.
Meeting was called to order at 8:35 PM.
All teams represented except Deep Run I, Latin Old Timers, Jeff Demo's and Inca Peru..

Minutes from 7 March 2001 meeting were read and accepted as written

Vice President's Report (Dale Werkheiser)
No Vice President's report owing to Dale's absence.

Registrar's Report (Alfredo Perez)
Alfredo handed out current team registration lists (team rosters) to each team rep. Alfredo asked that all team reps check the lists for completeness and any potential errors. Also remember to cross off any players no longer playing on your team. Please return corrected list to Alfredo.

League registration forms and line-up sheets were also handed out to each team rep. |

Treasurer's Report and Web-Site Manager (Fred Farbod)
1. Fred handed out the treasury report. The league's checking account contains $778.55 and the savings account stands at $3,244.97.
2. The following fines have been rendered for failure to report game scores: ASC ($15, 2 games), Deep Run I ($15/2 games), Deep Run II ($5, 1 game), Inca Peru ($5, 1 game), HFA ($5, 1 game) and Parkland ($5, 1 game). Joe Dueh paid the ASC fines totaling $15 at the meeting.
3. Remember, game scores must be reported to Fred by Sunday noon following a Saturday game by the HOME team. The league would also like the visiting team to call in the score as a backup measure. This can be done through the website or via telephone 610-837-1146.

Fred also gave an update on the website.
The website is currently up-to-date with scores and standings.
However, Fred did not have results of 3 games; Parkland vs Inca-Peru (not played), HFA vs WL Seniors (5-0 win for HFA) and Jeff's Demos vs Parkland (1-0 win for Demos). Fred handed out a copy of the league standings minus those above noted missing scores. Fred also noted that team pictures can be included on the web-site.

Bill Moss indicated that it would be good to have the league's by-laws posted on the web-site.
Everyone agreed that was a good idea. The league by-laws need to be updated prior to incorporation into the web-site.

Referee Assignor (Hamdija)
1. Due to miscommunication, the referees for the 11 November Parkland vs ASC game showed up at the wrong field. After some discussion, it was decided that the league pay the refs their full $80 fee. Fred will ensure that the checks will be sent out.
2. The Inca-Peru vs Jeff's Demos game was marred by several altercations and 5-6 yellow cards were issued. Hum noted that it is the team reps responsibility to keep their players in check.

Games Commissioner (Dave Leidig)
1. Dave handed out a copy of yellow and red cards issued during the Fall 2000/Spring 2001 season.
2. In the HFA vs Deep Run II game, Gary Hunt, registered with Deep Run I, played illegally for Deep Run II. Remember, you can only play for the team under which you are currently registered.
3. Dave gave his perspective on the recent forfeit between Deep Run I and WL Kickers. Dave said Pat Lordi called him and said he may have only 7 guys possible to play on that Saturday. Dave told Pat he may have to forfeit, but the Kickers may be willing to re-schedule. Originally, Dave contacted Brian Colville of the Kickers who said he'd like to play. When Dave finally got a hold of Wolfgang, Wolfgang said he'd rather have the forfeit. When Dave called Pat back and told him the game was a forfeit, Pat got angry saying he could have fielded a team. This incident prompted the league to establish essentially a no-reschedule policy once the league schedule has been finalized.
4. In the recent RCN vs Cementeros game, the Cementeros left at halftime when the score was RCN, 4 Cementeros, 0. The question is whether that score should stand or should it be a 1-0 forfeit. The consensus of the group was that a halftime score should prevail, but a search of the by-laws was not conducted.

Old Business (Tim Gilman)
1. Tim noted that the recent Inca-Peru vs Latin's game was not played because no refs showed up. Tim reminded us that if the refs don't show for whatever reason, the game should still be played using players as refs. The game has been rescheduled for 23 June.

New Business (Tim Gilman)
1. Tim handed out a suggestion to establish criteria for the "retirement" of the LVOTSL traveling trophy. The suggestion is the team with the most championships through the 2006-2007 season would keep the trophy. In the event of a tie, the team with the most league seniority would retain the trophy. The suggestion will be reviewed at future meetings.
2. Tim was approached by someone interested in putting a new team into the league. Since some of the recent league additions have not shown strong commitment to the league, Tim made some recommendations to help ensure that new additions to the league are committed to playing. Following Tim's recommendations, Jim Bus made the following motion: 1) increase yearly league fee from $50 to $75 starting in the Fall 2001 season, 2) raise the required bond money from $150 to $250 and 3) the bond money is fully refundable after completion of 2 full seasons. Hamdija seconded the motion and it passed with one abstention.
3. Alfredo made another motion that specified conditions for introduction of a new team into the league. Each new team will have to complete an application form. That form must include:
- A roster of 15 players minimum with names, addresses and dates of birth.
- Uniform colors for both home and away games.
- Home field.
- Team name
- 2 representatives including their address and phone number.
- All financial obligations ($325 total, $75 league fee + $250 bond) must be attached to the application.
Jim Bus seconded the motion and it passed unanimously.
4. Joe Dueh noted he'd like to see both home and away jersey colors on the next schedule.
5. Next meeting is scheduled for Monday, 20 August, 2001, 8:00 PM at the Lehigh Saengerbund.
