Minutes of LVOTSL 20 August 2003
Meeting at Jeff’s Democratic Club


Attendance: Tim Gilman(Gold), Alfredo Perez (Cementeros), Joe Dueh (ASC), Bill Wagstaff (WL Stikers), Fred Farbod (Cementeros), Paul Feher (WL Strikers), Jeff Clark (WL Seniors), Vince Garcia (Demo’s), Aldo Ormeno (Inca-Peru), Milton Martinez (Olimpia), Julian Chica (Phoenix), Jeff Hixson (RCN), Karl Peters (Hostwindows), Bruce (Spike) Yocum (Kickers), Hamdija Todorovac.

Meeting was called to order at 8:10 PM.

Previous Meeting Minutes:
Minutes from 12 May meeting were read. A clarification was made from Joe Dueh in regards that if both teams are at the scheduled field and it is determined by the referees that the field is not playable, the referees are entitled to ˝ of there respective fees, split by both the home and away teams. Hamdija confirmed that the amounts of fees due are correct.

2003-2004 Season is the 16th Season for LVOTSL

Vice President’s Report (Bill Wagstaff)

Over 40 Update (Tim Gilman)

1. Over 40 Fall Season is to be played at the Lehigh County Fields under the newly installed lights. The cost will be significantly higher but should be for better playing conditions and the use of multiple fields at the same time.
2. Start of Fall Season scheduled for Tuesday 9 September with 10 teams participating.
3. Discussions to lower cost of season by splitting season with half the games to be played at Saucon Park and a second half to be played at Lehigh Count Fields.
4. Suggestion from Bill Wagstaff to create a letter to be sent to Lehigh County and the editor of the Morning Call in attempt to obtain a breakdown of operating costs for the use of fields and lights. Result to discover that all teams and/or organizations are paying the same amount of fees for use on publicly subsidized land with tax income.

Treasure’s Report & Web-Site Manager (Fred Farbod)

1.The leagues checking account balance stated is at $XXXX and the savings account contains $XXXX. Copy of itemized expenses are in the leagues financial statement and is attached to the minutes.
2. Fines levied against Phoenix for (3) consecutive missed league meeting of $30.00 and two forfeited games of $50.00 each for a total of $130.00.
3. Parkland has a past due fine from previous meeting of $5.00 and incurs a second fine for not in attendance of 20 August meeting. Total due $15.00.
4. League Dues for 2003-2004 Season in the amount of $75.00 need to be paid up at next league meeting.
5.Newly registered web site is active while under construction. New address http://LVOSTL.ORG. Schedules for both Over 30 and Over 40 will be updated when available.
6. Website not to include starting with current and future minutes any detail financial information pertaining to the assets of this said league.

Game Commissioners (Dave Leidig)


Dave was in attendance of executive board meeting that preceded league meeting. No report. (Left for vacation)

Registrar’s Report (Alfredo Perez)


1. New players must fill out registration forms to be eligible to fall season. Reminder: Authorized players rep must sign form and original to be mailed or faxed to Alfredo by midnight on Friday preceding game to be allowed to play. Also, transferred players must sit out one game before playing with new team once season has begun.

Important: Only players 30 years old or older are eligible to play.

Referee Assignor (Hamdija)

Referee fees for 2003-2004 are as follows:
Referee = $54.00 (1/2 split from each team $27.00)
Referees = $44.00 each from both teams
(a) Fees are in second year of league agreement
June 14 game ASC vs WL Stikers played at Lehigh County field - both referees were notified of field change (Klines Lane closed) (1) referee went to closed field. League to pay referee in question ˝ fee due in amount of $22.00

Old Business (Tim Gilman)

An executive board meeting was held prior to general meeting. Executive board decided the following:
Disciplinary action taken against Inca-Peru for non-rostered and under aged players who participated in multiple league games.
Total fine of $100.00 issued to Inca-Peru
(1)$50.00 fine for un-rostered player
(2)$50.00 fine for under age player
Game in dispute WL Strikers vs Inca-Peru 21 June:
a. 1-0 Forfeit against Inca-Peru for violations
b. WL Stikers win 3pts awarded
Board places Inca-Peru on probation for upcoming season and possible suspension for any other violation.
Phoenix to remain on probation for upcoming season due missed meeting, forfeits, and failure to report scores.
WL Strikers wins promotion to A division based on adjustment of points from forfeit.
All outstanding fines to be paid prior to start of 2003-2004 season.
Important reminder that team reps MUST take responsibility for enforcing and maintaining integrity of their individual team.
Any changes to schedule or conflicts with field availability, notify Bill Wagstaff ASAP.
Olimpia to participate in Latin Independence tournament on 13 September. Both players and field will not be available.
Fall 2003-2004 season to start 6 September. League wide make up games due to weather cancellations to be played 22 November. If no make up games to be played, 1st game of Spring 2004 will be played on 22 November.
15 Anniversary to be cancelled due to scheduling and weather difficulties.

New Business (Tim Gilman)

1. League championship trophy for 2002-2003 “A” Division presented to Olimpa SC. Deep Run I (not present) awarded trophy as “B” Division champions and wins promotion to “A” divison along with WL Strikers. Deep Run II and Jeff’s Demos relegated to “B” Division.
2. Permanent trophy presented to ASC for 4 consecutive championships seasons
3. Motion unanimous passed to raise forfeit fee from $50.00 to $75.00 for each infraction.
4. Postponement of scheduled games: Game must be played by end of current season Must be rescheduled at convenience of opposing team Failure to complete rescheduled game will result in 1-0 forfeit loss for home team Home team will incur forfeit fee of $75.00
5. Executive board recommended compensation for web design and maintenance.
6. Motion unanimously passed to pay web site manager (Fred Farbod) $200.00 each season for time involve in developing and maintaining league web site.
7. Next meeting is scheduled for 20 October at the Lehigh Saengerbund, 8:00pm.
Note: League would like to offer its sympathy to the Dueh family for the recent loss of Joe’s father.
