Minutes of LVOTSL 10 May 2004 Meeting at F.L. Smidth

Attendance: Tim Gilman (Gold), Alfredo Pérez (Cementeros), Joe Dueh (ASC), Jim Bus (Parkland), Jeff Hixson (RCN), Bill Wagstaff (WL Strikers), Paul Feher (WL Strikers), Fred Farbod (Cementeros), Ruben Aragon (WL Seniors), Cristian San Martin (Inca-Perú), Lou Vida (Deep Run II), Adam Florkowski (Deep Run I), José Mendez (Olimpia), Jim Hare (WL Kickers), Milton Martinez (Olimpia), Tim Golden (hostwindows), Vince Garcia (Jeff Demos), Hamdija Todorovac and Dave Leidig (HFA).

Absent: Phoenix.
Meeting was called to order at 8:22 PM.

Minutes from 2 March 2004 meeting were read and accepted as written.
Vice President’s Report (Bill Wagstaff)
No report.
Treasurer’s Report and Web-Site Manager (Fred Farbod)
1. The league’s checking account contains $2,326.09 and the savings account stands at $3,303.77. A copy of the financial statement was passed out to all reps and officers.
2. All teams have paid their Fall 03/Spring 04 league dues except Phoenix.
3. Phoenix owes the league $100; $75 for league dues, $10 for missed games reports and $15 for missed league meetings.
4. Remember, game scores must be reported to Fred by Monday noon following a Saturday game by the HOME team. The league would also request the visiting team to call in the score as a backup measure. This can be done through the website or via telephone 610-837-1146.
5. Fred asked for all team reps to ensure that the directions to their respective home fields displayed on the website are correct.
6. Joe Dueh requested that the website include team uniform colors, both home and away.
7. Fred is working on a template that can be used for refs to deliver game reports on the website (http://www.lvotsl.org/) .

Games Commissioner (Dave Leidig)
1. Red cards: Scott Hoats from WL Strikers was given a direct red game for striking another player on 17 April 2004. Scott’s reward for the direct red and the punch is a 4 game suspension.
Roman Urbanczuk from Parkland received a direct red card on 24 April 2004. From the referees report, Roman was aggressive toward the ref and refused to leave the field of play after asked. For his indiscretion, Roman earned a 6 game suspension by an executive board decision.
Registrar’s Report (Alfredo Pérez)
1. Alfredo handed out league registration forms and line-up sheets.
2. Make sure that new registration forms (with co-signer) are used for new team additions.

Referee Assignor (Hamdija)
1. Hamdija is looking into putting his instructions to the referees on the league website.
2. Game between Parkland and RCN scheduled for 4 October 2003 was a forfeit. The referees need to be paid their forfeit fee ($44, ½ of usual total). The league will pay and RCN will reimburse the league since RCN requested the forfeit.

Executive Board Meeting Review
An executive board meeting was held prior to the regular league meeting to discuss outstanding issues with both Inca-Peru and Phoenix.

1. Inca-Peru. On the 17 April 2004 Jeff’s Gold vs Inca-Peru game, Inca-Peru player Cesar Huaman received a red card. The following week (4/24/04) in a game vs Western Lehigh Strikers, Cesar played in clear violation of league rules. Given the fact that Inca-Peru has had some discipline issues (many red cards) and was previously on probation, the executive board decided to put Inca-Peru back on probation for the remainder of the season. Before the start of the next season, the executive board will review the situation and determine whether Inca-Peru will continue to participate in the league.

2. Phoenix. In a game on 5/1/04 vs Olimpia, it is alleged that Phoenix used an underage player. Based on Latin league player passes, Morales would have been 28 years old on the date the game vs Olimpia was played. The executive board gave Phoenix 72 hours to produce proof (legal, photo ID) that Morales was indeed 30 years old on 5/1/04. If Morales proves to be under 30 as of 5/1/04, 1) he is ineligible to play in the league until his 31st birthday, 2) Olimpia gets a 1-0 victory due to a Phoenix forfeit and 3) Phoenix owes the league a $75 forfeit fee. Phoenix is already on probation and their continued participation in the league will be reviewed by the executive board prior to the start of next season.
Old Business (Tim Gilman)

1. Player passes. The committee set up to review the possibility of the league going to player passes never met. Further movement on this issue requires a concerted effort by those in favor of passes.
New Business (Tim Gilman)
1. Paul Feher is replacing Tim Golden as league secretary effective next meeting (25 August 2004).
2. On May 23rd, the Lehigh Valley Girls Scholar Athlete banquet will be held. Our league supports this program and Tim Gilman has tickets to the banquet. In anyone is interested in attending, please see Tim.
3. Joe Dueh noted that the current schedule (22 games/season) is an issue. Given spring weather conditions and the number of games to be played, the schedule runs well into June. The league is open to ideas about ways to minimize the number of games played. If you have good ideas, please give them to Joe or Bill Wagstaff at the next meeting.
4. Next league meeting is scheduled for Wednesday 25 August 2004 at the Bethlehem Jeff’s at 8:00 PM.
